Academic Qualifications and Professional Experience:

  • Degree in Biology and PhD in Ecology and Biosystematics, with Aggregation in Marine Sciences, from the Faculty of Sciences of the University of Lisbon (FCUL).
  • Assistant Professor with Aggregation at the Department of Animal Biology, Faculty of Sciences, University of Lisbon.
  • Has dedicated his research interest to the areas of governance and environmental and marine management, integrating the MARE Center (Marine and Environmental Research Centre) in which he is coordinator (PI) of the Research Group Ocean Governance and Sustainability Lab.
  • Collaborator of the Institute of Political Studies at the Portuguese Catholic University in the Line of Sea Affairs.
  • Has developed research as part of international teams in projects funded by the EU and international organizations since 1992, with a particular focus and interest in the African continent, in the fields of governance, conservation, management and maritime space planning in the Atlantic and Indian Ocean, namely in Angola, South Africa, Cape Verde, Mozambique, Kenya, Senegal, Tanzania, S. Tomé e Príncipe and Brazil.
  • Member, representing FCUL, until he took office as president of IPMA, of the Joint Committees with the Agostinho University Faculties of Sciences in Angola and the Eduardo Mondlane University in Mozambique, where he teaches courses in the areas of environmental policies and law, environmental management and marine governance, and Co-coordinator of the Master's Degree in Environmental Management and Governance of the Agostinho Neto University Faculty of Sciences.
  • Was, among others, a lecturer at the FCUL for the subjects of: Marine Environment Governance and Conservation, Environmental Policies and Law, Audits and Environmental Management Systems, Environmental Biology, Conservation and Ecotourism. Has supervised more than 80 undergraduate, master's and doctoral theses and published more than 30 articles in leading scientific journals.
  • Was CEO and non-executive Director of the Applied Science and Technology Institute (ICAT) of the University of Lisbon Faculty of Sciences, for about 15 years (2001-2015), as well as coordinator of about 50 applied studies in the areas of environment and sea.
  • Coordinated, on behalf of FCUL and Centro MARE, the initiative to support blue entrepreneurship and technology transfer Mare Startup, in cooperation with the Portuguese Catholic University, Fórum Oceano and Sociedade de Avaliação Estratégica e Risco (SaeR, S.A.). He is also Co-coordinator of the Sea Science and Business Innovation Postgraduate Program, in partnership between FCUL and the Portuguse Catholic University.

Public Offices:

  • Held, between 1995 and 2007, several public positions, namely: Environment Secretary of State of the XIII Constitutional Government (with the tutelage of the Institute of Meteorology, Nature Conservation Institute and Environmental Promotion Institute), member of the Board of Directors and President of the Environmental Promotion Institute.
  • Member of the National Council for the Environment and Sustainable Development from 2001 to 31.5.2023, appointed by the National Council of Professional Orders.
  • Has been a member of the National Council of the Order of Biologists since 2008, a permanent position.
