  • Specialized in International Law and International Relations, Law Faculty, Lisbon University (2008);
  • Postgraduate studies in Legal Sciences, Law Faculty, Portuguese Catholic University (2006-2007);
  • Law Degree, Law Faculty, Portuguese Catholic University (1991-1997).

Professional experience and activity:

  • Sea and Marine Resources Department Director at IPMA (2016 -2020);
  • Legal and financial coordinator (2012 -2016) and legal advisor (2006 -2012), Portuguese Task Group for the Extension of the Continental Shelf;
  • Jurist at the National Defense Ministry (2003-2006), at the Solidarity and Social Security Institute (2002-2003) and at the Health Ministry (1998-2002);
  • Participant at the pre proposal for the Portuguese Continental Shelf Extension, having been part of the Portuguese delegation which delivered it to the United Nations (2009) and presented it (2010) before the Commission on Limits of Continental Shelf;
  • Legal advisor at meetings of States Parties to the United Nations Law of the Sea Convention on the member of the OSPAR Convention's Group of Legal Linguists;
  • Legal advisor in the informal ad-hoc working group for studying matters related to conservation and sustainable use of biodiversity in areas beyond national jurisdiction, under the United Nations Convention on the Sea Law;
  • Member of the working group to analyze and simplify Sea legislation related (SIMPLEX MAR), 2011;
  • Marine Protected Areas Working Group member (2017-2018);
  • National delegate to the International Council for Sea Exploration (ICES) and national delegate to the International Commission for the Scientific Exploration of the Mediterranean (CIESM);
  • Participant in several conferences and seminars on Sea Law.
