Academic and professional qualifications:
- Degree in Anthropology (1996) and a Master in Social Sciences in the theme of scientific policy with the thesis "The State Laboratories in the National Scientific and Technological System" (2001). He has worked on scientific policy and information management in marine sciences and technologies to establish "bridges" between scientific knowledge and other sectors of society;
- Specialist Technician in the Office of His Excellency the Minister of the Sea (December/2015 to January/ 2018) for Marine Sciences and the Marine Environment areas, having accompanied, among others, the processes Atlantic Observatory conceptualization and the Working Group on marine protected areas;
- Ocean Office Coordinator of Science and Technology Foundation (2015) and national delegate to several European and international organizations: OECD project “The Future of Sea Economy”; European Marine Board; Joint Program Initiative Oceans (JPI-Oceans); International Ocean Discovery Program (IODP); Member of UNESCO's national delegation to Intergovernmental Oceanographic Commission;
- Executive Director of the European Information Center for S&T of the Sea (EurOcean), where he promoted collaboration between European research institutions; carried out studies on research infrastructures and the transfer of research results in marine sciences, led European projects under the EU Framework Program on Oceans themes and prepared contributions to European integrated maritime policy, in particular for its environmental and scientific components ( 2009-2014);
- Executive Secretary of the Ministry of Science Intersectoral Oceanographic Commission; Technology and Higher Education (COI-MCTES) from 2006 to 2008, following the Commission Working Groups: Oceans/Climate; Coastal Zone/Pollution; Deep Sea Research; Ship Time for Investigation;
- Participated in several commissions of European specialists in matters of the sea: Working groups of DG Environment of the European Commission for the implementation of the Marine Strategy Directive; Blue Society expert group; advisor for European projects EUROMARINE, Sea for Society, IMarine;
- Evaluator of European Competition Commission (EC): Coordination Actions for Marine Knowledge Platforms for the Mediterranean and Black Sea areas (2012); and the EEA Grants Program (Norway / Iceland / Liechtenstein) for Education and Training in Marine and Coastal Water Management (2014);
- Author and co-author of several articles and books on scientific policy and on sea matters.
