Workshop on the Value of the Portuguese Sea

On October 21st, IPMA organized a workshop on "Marine Ecosystem Services Accounting: The Value of the Portuguese Sea." The main objective was to contribute to a strategic and multidisciplinary reflection on the methodological development of the Marine Ecosystem Services Account in the National Maritime Space.

Two main topics were addressed: the first panel discussed the methodological approach to apply to deep-sea ecosystems and climate regulation ecosystem services. A second panel explored the methodological implications of using the results of the Marine Ecosystem Services Account to support climate policy and the development of public policy instruments, namely blue bonds, as innovative financing instruments for marine conservation and protection and the Blue Economy in Portugal.

The workshop took place at IPMA headquarters in Lisbon in a hybrid format and involved more than two dozen participants from universities and research centers nationwide: Centre of Marine Sciences of the Algarve (CCMAR/UAlg), Interdisciplinary Centre of Marine and Environmental Research (CIIMAR/UPorto), Marine and Environmental Sciences Centre (MARE/ULisboa), Nova School of Business and Economics (NOVA/SBE), Institute of Marine Sciences (OKEANOS/UAçores) and University of Coimbra, as well as from state institutions and central administration agencies: Directorate-General for Natural Resources, Safety and Maritime Services (DGRM), Portuguese Task Group for the Extension of the Continental Shelf (EMEPC), Institute for Nature Conservation and Forests (ICNF), Hydrographic Institute (IH), and regional entities of Madeira and the Azores, respectively, Regional Directorate for the Environment and the Sea of Madeira (DRAM) and Regional Directorate for Maritime Policies of the Azores (DRPM). Financial experts (SAER and the World Bank Group's International Finance Corporation) and several researchers from IPMA also participated. Statistics Portugal (INE) also participated, providing the methodological framework of ecosystem accounts.

This workshop constituted another step in the consolidation of a broad working network with the national technical-scientific community, within the framework of the development of marine ecosystem accounts coordinated by IPMA. The results, developed based on information presented by Portugal at the United Nations Ocean Conference in Nice in June 2025, will be presented at COP30 of the United Nations Framework Convention on Climate Change (UNFCCC), which will take place in November in Belém, Brazil.
